xFact enhanced the efficiency and transparency of a national justice sector system in Timor-Leste by designing, developing, and implementing an end-to-end case management system that became a model replicated throughout the sector. xFact developed this custom solution based on local practices and requirements, working at national and local levels to identify, define, and implement electronic processes for the business policies and requirements of the nation's justice sector. Projects included police management, incident and investigation management, prosecutor case management, public defender case management, court administration, and inmate (prisons) management. Each project was carefully orchestrated across agencies to ensure "day one" integration between systems. Additionally, measures to ensure the long-term sustainability of the projects were taken to empower the client with the knowledge and tools to take full ownership and maintenance of the systems. The result is an integrated and sustainable system able to reduce court backlogs, increase the ability to make data-driven decisions, and provides a mechanism for good governance.
xFact created a strategic roadmap and project execution process for the ongoing development of statewide criminal justice policies and information systems. The strategic plan includes a series of critical path projects across governance, agency data sharing standards, technical infrastructure, application development, unification of disparate data sources, and ongoing support for criminal and non-criminal justice business needs.
xFact significantly reduced the processing load on the existing Criminal Justice Information System (CJIS) mainframe-based computer in order to increase processing speed and reduce operational costs. The project involved re-platforming and reengineering selected mainframe processes and data sources into a new relational database based environment and redirecting select CJIS transactions away from the mainframe to use the new environment.
xFact developed the ICJIS Strategic Implementation Plan, which provides a strategic roadmap, planning and project execution process for the Commonwealth’s ICJIS efforts. It includes a series of critical path projects to govern ICJIS decisions in the Commonwealth, to develop and promote cross-agency standards, to improve the underlying technical infrastructure and core applications, to unify disparate data records and to implement key information exchanges to support criminal and non-criminal justice business needs.
xFact implemented a system for standardized reporting and public access to healthcare provider annual reports and community benefits programs. The system, designed and developed by xFact, provides a streamlined electronic filing process of Hospital/HMO annual reports as well as a publicly available search and reporting application. By enabling a transparent reporting process and expanding the availability of healthcare data, the system has helped to improve public access to both healthcare provider information and the community benefits they offer.
xFact increased transparency of information and eliminated information silos by developing and implementing a data warehousing system designed to electronically exchange, store, and facilitate the analysis of incident data maintained by state and local law enforcement agencies. xFact completed a full project lifecycle across requirements collection, design, development, training, knowledge transfer, and project management. The system promotes seamless and timely information sharing across local, regional, and state public safety agencies to enable incident data collection, intelligence data aggregation, and trend analysis.
xFact provided project management and implementation planning services regarding the use of technology to facilitate communication and information sharing between child welfare personnel, other state agency staff, and service providers including placement, non placement, and acute care providers.
xFact enhanced the consistency and access of criminal information to law enforcement by creating a platform for desktop and mobile devices that provides secure real-time inquiry capabilities for persons, vehicles, firearms, securities, and other information aggregated across criminal and non-criminal justice agencies. xFact worked with local, state, and national stakeholders to develop query functionality that can return a maximum amount of relevant data using minimal information provided by a user of the system. Users are able to process and share content-rich information in a timely manner to execute critical decisions.
xFact helped a region intelligently address the issue of domestic violence by implementing a system that provides end-to-end case management for domestic violence court cases. The system, designed and developed by xFact, integrates information from other disparate systems – such as law enforcement and the courts – into a centralized view to promote effective communication and decision making between all stakeholders.
xFact supported the law enforcement community’s ability to address organized, violent criminal activity by developing a statewide system that establishes a centralized repository of gang-related data collected from state and local agencies. xFact worked with members of the gang intelligence community to create a system that addresses the underlying policy needs and business requirements of all participating agencies. By creating an effective way of sharing gang information between disparate systems and agencies, the system has enabled enhanced gang-related decision making both in the community and in corrections facilities.
